OWWA Region 1 rolls out case management system for LGUs
The Overseas Workers Welfare Administration Regional Welfare Office I (OWWA RWOI) has introduced a computer-based system for the local government units (LGUs) in Region 1 that seeks for the efficient management of welfare cases for Overseas Filipino Workers (OFWs).
The Case Management System (CMS) is a computer program that serves as database for OFW welfare cases, and facilitates the whole management process –from the cases’ intake, endorsement, updating, and up to their eventual resolution.
The CMS has been developed by the OWWA RWOI in 2015. It has been used since for the management of the region’s welfare case intakes, which average at 50 cases per month.
To empower the LGUs in the welfare case management, the CMS has been introduced to the migrant desk Officers (MDOs) in a seminar workshop on November 22-23, 2016, in San Fabian, Pangasinan.
The workshop was participated in by 72 MDOs in region 1; 35 from Pangasinan, 14 from La Union, 16 from Ilocos Sur, and seven from Ilocos Norte.
“With this training, we hope to capacitate further the MDOs as our counterparts in the LGUs,” said OWWA RWOI OIC Dir. Sergio B. Borgueta, Jr., “With their knowledge on the use of the CMS, the MDOs could help speed up action on welfare cases involving their OFW-constituencies.”
Through the CMS, the LGUs are empowered to endorse the welfare cases directly to various OWWA welfare offices abroad.
“This will make our procedures more efficient,” Mr. Borgueta said. “This will reduce time, effort and expenses; next-of-kins of distressed OFWs would only report to their MDOs, who in turn wouldn’t need to bring the distressed OFW family to the OWWA just to intake the welfare case.”
The training also aims to harmonize the actions of the OWWA, the LGUs and other partners on welfare case management. Upon endorsement of the welfare case by the LGUs, the OWWA will then take over for the coordination and updating.
The natures of OFW welfare cases in Region 1 include maltreatment, non-payment of salaries, contract violation, family issues, and health-related problems.
Also part of the two-day training were lectures on the CMS application by OWWA RWOI officers, namely Ronald A. De Vera, the developer of the CMS; Nona Marie Ganal, focal person for Middle East welfare cases; and talks on on-site welfare case management experiences by deployed officers, namely Mr. Borgueta and OIC PSD Gerardo Rimorin for the Middle East post; Marivic L. Mondina for Asia; and Loreta B. Vergara for Europe. (JPM)
